Bill is a Chartered Professional Engineer and Auckland Council Producer Statement Author with 17 years of experience across the public and private engineering sectors. As a Director of Dreamcast Civil Ltd, he brings extensive Auckland-wide expertise, having previously served as a Senior Environmental/Civil Engineer at Opus International and as a Hydraulic and Stormwater Specialist at Auckland Council’s Healthy Waters Department.

His specialisations include hydraulic modelling, earthworks design, roading, and large-scale subdivision projects, with end-to-end design experience across stormwater drainage, culverts, wastewater networks, stream protection works, and stormwater mitigation devices using 1D and 2D hydraulic modelling.

His expertise spans project and contract management, detailed engineering design approvals, Watercare and Council 224(c) completions, EACC certifications, and affected party consultation.

His expertise includes infrastructure design, floodplain assessment, OLFP analysis, flood mitigation strategies, and three waters design. Nihal has also been involved in on-site wastewater treatment design and construction monitoring. He is a proven leader with extensive experience managing and guiding engineering teams to successfully deliver complex projects.
